DESCRIZIONE

In the origins of the political economy, economic development was achieved by accumulation of capital. If capitalist firms were seen to favour economic development, nonprofit firms played a marginal role, acting as kind of life belt during negative times. This vision of economic development has been reflected in each historical age. The third sector acts as a link in what might described as the bottom-up process of local, endogenous development. A market characterized by a solid nonprofit sector facilitates greater redistribution of wealth where the role of market as represented, for example, by monopolies and oligopolies has declined. Co-operative values and the principle of circulation, or reciprocity improve the democratic process and increase social capital and the foundation of co-operative networks over a given territory. The nonprofit sector therefore provides an important if indirect contribution to local economies.
This is also true for China even if this is a capitalistic country with an economic aspect oriented to the profit but with a centralized and paternalistic policy orientation. Thus, in China the role of nonprofit sector is greater than in the west countries and it could also contribute to diffuse democracy, reciprocity and solidarity. In fact, at the basis of good democratic governance, there are many factors that are considered key elements for economic development, such as an obligation towards human rights, the promotion of efficiency, and the fight against corruption in public administration.
There is a link between the values of democracy and welfare and economic development. In China despite government controls, development of the third sector has been brought to the attention of the international community, particularly in the field of sociology and economics. To comprehend the ideological roots of the third sector it is important first to understand the changing role of the state in third sector expansion in a reformed state and the relationship between state, market and society.
